Why are open spaces between buildings almost non-existent in Bengaluru?

In my six months in Bangalore this fact has been starkly evident and consistent right from the beginning: Almost all of the contemporary buildings in Bengaluru violate the most basic bylaws. Most residential areas have hardly any offset on any side; one can easily borrow neighbour's sugar from the first floor windows. Why is the general attitude rather relaxed about this?
