Mumbai DP 2034: Can't such great cities' planning units have basics like adequate team strength and citizen participation facility during the process?

It is such a shameful waste of public resources being witnessed presently in the context of the furore over the Development Plan for Mumbai for the next 20 years presented recently. There seems no end to the number of gaffes in it which ordinary citizens are able to find out. And, all this after 4 years of resources, money and time having been spent on it. If the city belongs to the people , the plan should be theirs too. All great cities have a facility for citizen participation in the plan process, so why not Mumbai? We Indians lap up technology and use social media more competently than any others in the world...so why can't these be used to involve citizens in planning? Is bureaucratic resistance playing up here as well?
